Carried over from brave/browser-laptop#10284

Steps to reproduce

  1. Visit https://jonathansampson.github.io/browser-tests/brave/speech-synth-indicator/
  2. Click Speak button
  3. Right click the tab and pick "Mute"
  4. Notice audio is not muted
