On every fresh launch of Brave, a popup appears that apologizes for crash, even when there wasn't one.

Steps to Reproduce

1. Close brave while having 2+ tabs
2. Close brave, and remove from memory
3. Relaunch

Actual result:

Popup appears all the time.

Expected result:

Popup should only appear if an actual crash happened.
