replace tab content methods from frameKey to tabId #10969

after #10691. We are moving to tabId instead of frameKey which will be deprecated, and those methods should be changed accordingly.

sorry I meant that it should be pushed back from 0.21.x. Related but not priority. Will not be made in 0.20.x
