Display zero count on brave shield icon on "clean" sites

Display zero count on brave shield icon on "clean" sites. The idea was at first brought up here:

Web users became accustomed to looking for the little lock that browser UIs reward sites using SSL with.

I’m trying to get into the habit of looking at the Brave logo on the top-right to see if there is a number there, and when there is none I try to make a mental note of “nice, this website respects me, I should be kind to them.”

I’m thinking Brave could reward sites with no ads/trackers/etc. with something special as well. Maybe add a little shine to the lion, or something that says “zero” that is not just the absence of a number.

I thought it was a nice idea and displaying something like zero count box on the shield with a green color like this should work:

@bsclifton The count was shown as 0 initially when nothing was blocked but then reverted here 29acdac for #7873 as mentioned in #8989 (comment). Not sure if this is still a valid request for brave-core?
