When Importing bookmarks from a HTML file that have Folders in them, the folders do not copy

Description

Currently when I import bookmarks from a HTML file that have favorites in Bookmarks, the Folders and the items in the folders do not copy over to the Bookmark section in Brave.

I am using the latest commit to the Master branch of GitHub commit

Steps to Reproduce

1. Go into Microsoft Edge (or any other browser)
2. Have some favorites in Folders
3. Export the Bookmarks
4. Go into Brave
5. Import and choose the HTML file
6. When you import, the folders which have bookmarks in them will not be imported
7. All other bookmarks not in folders will be in there

I do not see the Folders that got Exported into the HTML file, put into Brave

Expected result:
The bookmarks, including Folders with Bookmarks to be added into Brave
