Description

FIles are not uploaded to GitHub via the system dialog.

Steps to Reproduce

1. Open https://github.com/brave/browser-laptop/issues/new
2. Click "selecting them" to upload a file
3. Select a file
4. Click Open
5. Make sure that the file link does not appear
6. Drag and drop that file to the input field
7. Make sure that the file link appears

Actual result:

Expected result:

the file link should appear by selecting the file via the system dialog
