Expected behavior: I'd like to see the option "Clear tabs" in Private data options implemented.

Platform (Win7, 8, 10? macOS? Linux distro?): Windows 10 32 bit
Brave Version: 0.11.6 Beta2

we don't need this option actually. setting "the new tab page" in "Brave starts with" is enough.
