Describe the issue you encountered:
Flash content not allowed in identity verification on Coinbase

Expected behavior:
Should allow flash content to run to verify user identity.

  • Platform (Win7, 8, 10? macOS? Linux distro?):
    Windows 10 x64
  • Brave Version:
    0.11.6 Dev Beta 6
  • Steps to reproduce:
    1. Sing up for Coinbase
    2. Go to Identity verification step
    3. Only shows message that Flash needs to be enabled. Doesn't show the flash placeholder which allows to run flash content on the page.
