Describe the issue you encountered:
Sync settings to merge/keep/discard data should be implemented. For example,

  • Platform (Win7, 8, 10? macOS? Linux distro?):

  • Brave Version (revision SHA): 0.13.5 Preview 1

  • Steps to reproduce:

    1. Set up sync
    2. Sync a new device
    3. The options should be able to be selected

  • Actual result: No options are displayed

  • Extra QA steps:
    1.
    2.
    3.

  • Any related issues: #7290, brave/sync#59
