URL input field on the bookmark pulldown disappears

• Submitted a ticket for my issue if one did not already exist.
• Used Github auto-closing keywords in the commit message.
• Added/updated tests for this change (for new code or code which already has tests).
• Ran git rebase -i to squash commits (if needed).

Test Plan:

To test, make sure that after clicking the star in the URLbar (both on a currently bookmarked and currently not bookmarked page) you can edit both the name and location without the form changing (i.e the location field disappearing)
