Build: Update babel env to chrome 57

• Submitted a ticket for my issue if one did not already exist.
• Used Github auto-closing keywords in the commit message.
• Added/updated tests for this change (for new code or code which already has tests).
• Ran git rebase -i to squash commits (if needed).

It updates the babel env to chrome 57

I think the unit tests look ok and it would land at the start of our 0.15.1 cycle so it's a good time to pull it in.
