The latest GA level of Business::ISBN on the CPAN is 2.05, while Business::ISBN::Data appears to be at a later level. When the newer ::Data is used to satisfy Business::ISBN's dependency, we see failures:

I've not been able to reproduce this test with 2.05_03 of Business::ISBN. Is that level ready for prime time? (cpan, that is?)
I can confirm this is still the case. With CPAN 2.05 at least.
And now the only functional Business::ISBN::Data with the GA Business::ISBN has been moved to the backpan, so my dpan installs fail sigh
All I'm reporting is that it's currently not possible to install Business::ISBN right off the CPAN, into a @INC devoid of non-core modules.

A dev-version is not GA (generally available), as far as I understand the term; neither are archived older releases on the backpan, only versions currently considered the latest stable release. I probably shouldn't have included the dpan notes in the comment above, but that was what was frustrating me at the moment.
All I'm reporting in this issue is that it is not currently possible to install Business::ISBN given the current stable release of Business::ISBN::Data on the CPAN.
Business-ISBN-2.05_03.tar.gz passes the unit tests with Business-ISBN-Data-20120719.001.tar.gz.
