wrong. For example, you don't actually have to convert the text to another character set in a template filter, you can just set the "encoding" (which is really used as a Perl I/O layer) to, e.g., 'encoding(iso-8859-2)', and it will automagically convert it for you! Otherwise, the only use for the endoding attribute is if you're outputting binary data, in which case you should set it to 'raw'.

So we do the right thing as much as possible with media, and pretty much always do the right thing with stories (as long as the stage directory hasn't been purged, eh?). I think I'll file an enhancement bug report about all this, suggesting that there must be a better way to tie a file to both a story or media id and an output channel ID, so that we're not dependent on the jobs table and stage directory remainig intact.
