Preempted jobs in scatters get immaturely gathered #2455

For workflows like the one below, it appears that if any of a's attempt 1s gets preempted, then the gather will return a not-quite-full array and b will get run too soon, with bits missing from its array:

workflow foo {
  scatter(i in range(5)) {
    call a
  call b { input: x = a.out }

E.g. if a's 4th shard gets preempted the first time, b might get run with the incomplete array [0, 1, 2, 4]
