If I open a file and immediately drag the start point in, it still starts at the beginning of the track, not where I've indicated the start loop point to be. (Instead, I have to drag the audio track position inside the loop endpoints before it will Obey The Loop.)

Ah, this was a design choice. This probably should be a toggle. My original use case was game music and with game music you'll have the intro piece play out until the end and then repeat from the start point, that way the effect is as it would be in the game.

A preference perhaps? Per-song thing?

Ohhh... I like that, actually. It's not a bad design choice—but it felt like unexpected behavior.

Skip the option. It works great as is and that's a perfect use case. In fact, I really love that idea.

So, then, perhaps I understand better the notion behind the loop count: after the last loop, it wouldn't just stop at the loop end-point, it would finish the track? That's nice.

Exactly. :)
