In case of merge conflicts user needs to be able to selectively upload changes

Before upload do you want to have give the option to render just the changeset (alone or ontop of Bing!) so the user can see what they did?

if so, would that be more Display options?

I have been a little worried about a rogue edit and this would give a chance to quickly glance it over and confirm no glaring problems. Of particular interest to me is not only looking over newly generated content but to highlight edits/deletes of existing content and make sure it was intentional.

One example: when creating a way, you attach the last node to a road. I don't want to slip and move the road I joined to. tell me somehow I moved the existing road.

If you accidentally move the entire road it will prompt you to confirm. The only object you can move without a confirmation popup is a node in a way (which requires two actions, selecting the way then moving the node, so it is difficult to do accidentally).

As for the general idea, I understand your concern but it seems very difficult to implement in a useful manner, especially when editing in a large area.
