`allow-hosts` seems to block index URL without notification #447

Using

allow-hosts =
   *.python.org

fails to download recipes because the default index (up to version 2.11.2) redirects to https://pypi.org.
The error message only says Error: Couldn't find a distribution for ... but there is no way to find out why regardless how high the verbosity is set.
This could be related to #122. Maybe allowing setuptools to render logging messages on higher buildout verbosity settings could help to detect this misconfiguration in a buildout.cfg more easily.

This one is really nasty, it bit me in an older buildout where we had added the allow-hosts long ago in a base.cfg instead of putting them in buildouts' default.cfg . With no output, even at -vvv this can take a long time to figure out.
