Does C:/Ruby193/lib/ruby/gems/1.9.1/cache/bundler/git/ actually exist, or no?

That is very strange. Are you running bundle install as a user that has permissions to create new files inside that directory?

I've just runned cmd.exe with adminstrator privileges and the same error occurs.
Also I've tried to create files in this directory and they can be created.

I've just tried to make it with other repo.
When Gemfile contents is:

source "http://rubygems.org"

gem "nokogiri", :git => "git://github.com/tenderlove/nokogiri.git"

then the same error occurs too.

See http://stackoverflow.com/a/11886298/841064 Seems like I solved it. Could you show better error message if user doesn't have Git installed on it's PC?

Yeah, that seems like a good idea. Thanks for reporting back with what you figured out!
