Implement proper migrations for renamed hooks #507
Description
The existing renames, nixfmt and rome, are overwritten by their new options. See #493 (comment) for details.
I think I managed to fix this, but then forgot to ship it. The tricky bit is making sure the old options are passed on, without triggering deprecation false-positives when we iterate through all the hooks.
