Drag and drop does not always function correctly

Describe the bug
Drag and Drop is not working in Cacti 1.2.0 and Cacti 1.2.1

To Reproduce
Steps to reproduce the behavior:

1. Goto Settings > General and ensure Drag and Drop is enabled
2. Goto Console > Presets > CDEFs and edit a CDEF
3. Hover over any CDEF row, not the Drag and Drop cursor is missing and Drag and Drop not functional

Expected behavior
When hovering over a CDEF item with Drag and Drop enabled, you should see a new cursor, and be able to drag rows up and down.
