Tree branches that includes sites which have valid devices do not appear on Graph Tree #2525

Describe the bug
A site that is a sub-branch of a main tree will be hidden by default though it contains devices

To Reproduce
Steps to reproduce the behavior:

  1. Create a tree with multiple branches
  2. At the lowest branch level, place a site, and nothing more, nothing in any parents either
  3. Save, and then goto the Graphs tab. Note that there is no branch structure.

Expected behavior
Sites that contain devices should be displayed, and therefore the branch structure as well.
