SNMP System Description with UTF8 strings properly are not properly parsed

Describe the bug
If the SNMP System Description includes UTF-8 characters, the Cacti UI can split it incorrectly causing some non-displayable characters to be generated.

To Reproduce
Steps to reproduce the behavior:

1. Set your snmp agent with a UTF-8 string that will break when generated in host.php > edit improperly
2. Edit the device in Cacti and not the invalid characters

Expected behavior
Cacti should perform an UTF-8 compatible split
