Automation can sometimes incorrectly add duplicate devices with the same sysname #2818

Describe the bug
When a network is setup to ignore duplicate sysnames, it adds a second device anyway.
To Reproduce
Steps to reproduce the behavior:
- Ensure you have a dual homed device on the same network
- For a discovery with the duplicate sysname disabled
- Note that two devices are added
Expected behavior
Cacti should respect the setting.
