Describe the bug
When a network is setup to ignore duplicate sysnames, it adds a second device anyway.

To Reproduce
Steps to reproduce the behavior:

  1. Ensure you have a dual homed device on the same network
  2. For a discovery with the duplicate sysname disabled
  3. Note that two devices are added

Expected behavior
Cacti should respect the setting.
