DSStats reruns Daily Aggregation every minute

Describe the bug
Under certain conditions, DSStats will rerun the DAILY aggregation every minute.

To Reproduce
Steps to reproduce the behavior:

1. Have a data collector that is running very long at one minute polling
2. Enable DSStats when you know the daily takes longer than a minute to complete
3. Review the Cacti log and see that Daily is rerun every cycle

Expected behavior
Cacti should run the Daily aggregation on the cycle that was selected under the performance setting.
