Describe the bug

MAILER WARNING: Mail failed via SMTP from '"Test <test@test.com>', to '', cc '', Subject 'Cacti System Warning', Error: You must provide at least one recipient email address.

The above error can be reported in the cacti logs when the provided email address does contain a valid email address and recipient name. This occurs if you attempt to place everything in a single string such as: "Mr Joe Bloggs" <joe@blogs.com>

Expected behavior
The correct email recipient should be used.

Additional context
This appears to be an issue with the regex extracting the recipient name and address.
