Pace continues to run even after a page is finished rendering

**Describe the bug**
The pace progress bar does not work as expected on page renders which causes a false sense that the page is not finished loading.

**To Reproduce**
Steps to reproduce the behavior:
1. Navigate to any page or top tab
2. Not that even though the page has rendered, pace is not complete

**Expected behavior**
Pace should end when callbacks are finished rendering.
