Describe the bug
There has been a major enhancement to the net-snmp protocol to support very strong AES and DESC encryption now, upto 512 bits. Both Cacti and spine need to support it now.

We should support auto-detecting the version of net-snmp installed, and based upon that, offer the high levels of encryption above 128 bits.
