Describe the bug
When using the SVG Image Format, when you first goto the Utility view, the graph is not sized correctly. Once you zoom the graph, it returns to the correct size.

To Reproduce
Steps to reproduce the behavior:

  1. Ensure that your graphs are all SVG
  2. Goto the Graphs page
  3. Click on Utility View
  4. Attempt to Zoom
  5. Notice the Graphs size changes and the zoom window is off on the image

Expected behavior
Zooming should behave as expected and graph should have the correct size.
