When using CMD.PHP, inconsistent device logging levels may occur

**Describe the bug**
When logging is set to medium, no device results are output which is incorrect.  

**Expected behavior**
Logging should be consistent with the output of spine.  At medium level, device results should always be shown regardless of device debugging etc.
