The current user and user group permissions pages are not responsive

Describe the bug
When viewing the Cacti permissions page from either a tablet or phone, the layout of that table is not responsive making it difficult to change permissions.

To Reproduce
Steps to reproduce the behavior:

1. Goto User Admin or User Group Admin
2. Click on the 'Permissions' tab
3. Resize the browser to a smaller size
4. See error

Expected behavior
This interface should be responsive.
