When upgrading a primary server, automation templates are removed #3412

Describe the bug
When you upgrade a primary server, all your automation device templates are removed, causing automation to stop functioning.
To Reproduce
Steps to reproduce the behavior:
- Install an earlier Cacti version
- Setup some automation templates
- Upgrade to latest Cacti
- Note that your automation templates are missing
Expected behavior
Cacti should not do this.
