When upgrading and choosing to upgrade your packages, installer finishes without package data in log #3413

Describe the bug
When you upgrade to the latest Cacti and choose to re-import packages, those packages are missed in the upgrade log.
To Reproduce
Steps to reproduce the behavior:
- Start with an earlier version of Cacti
- Prepare for upgrade
- Choose to re-apply packages
- Upgrade
- Note the upgrade finishes before all the packages are done importing
Expected behavior
The installer log should be complete before the install completes.
