When creating new graphs, a second click is required even if not needed

Describe the bug

When on the graphs new page, if you create a graph that does not prompt for input, you are still prompted for input regardless.

To Reproduce

Simply create any graph manually.

Expected behavior

Cacti should only prompt if there are inputs to process.
