When viewing User Admins, a division by zero error can sometimes be seen #4100
Description
Somehow, the 'num_rows_table' is not set in the 'settings' table during Cacti upgrade from older version. And then, when navigate to the user_admin.php page, 'Division by zero' error occurs, and no user shown in the page.
