Upgrading large trees from 0.8.x to 1.x is slow #4116

Describe the bug
Due to excessive database calls, upgrading from Cacti 0.8.x to Cacti 1.x is very slow when there are many tree's to be upgraded.
Expected behavior
Cacti should cache data instead of making excessive calls to the database.
