Ensure automatic refresh of cacti log view works consistently

Describe the bug

Due to a lack of a jQuery ready function, the refresh of the Cacti Log does not work as expected.

To Reproduce

Steps to reproduce the behavior:

1. Goto the Cacti Log tab
2. Switch to 10 second refresh
3. Goto any other page
4. Return to the Cacti Log tab
5. Change the Refresh to 1 minute
6. Note in just a few seconds, the pages refreshes back to 10 seconds.

Expected behavior

The page should be refreshing as expected.
