Describe the bug

On large sites, where there is uniform access to graphs and graph templates, Cacti's UI is slow due to the number of Graphs and Templates that need to be scanned. If would be better to check is the environment is restrictive, and if not, just run the simplest query.

Expected behavior

Cacti should be as responsive as possible when when it can be.
