Describe the bug

Certain devices cache SNMP values which with the current Cacti realtime result in Graph gaps. Therefore, Cacti should allow the Admin to define a 'minimum refresh interval' so that these types of devices don't show gaps.

Expected behavior

Cacti should work with a variety of SNMP device types.
