Date/Time format of replacement field on graph cannot be changed #4324

Describe the bug
If you wish to change the date/time format of the |date_time| replacement field for the last polled time of the main poller, this is not currently possible.
Expected behavior
Sometimes, timezones can be displayed in weird looking formats using things like +01 instead of BST. When this happens, the date/time look wrong but you cannot correct this as it's hard coded within the lib/rrd.php file.
