Authentication cache does not always use the correct realm

# Describe the bug

Noticed this in testing today.  That if you switch Cacti from Local or LDAP to WebBasic, the new basic users will leverage the auth cache of the userid from the other realm.  When using Basic Authentication, we should not be leveraging the auth_cache.

## Expected behavior

Cacti should not behave this way when switching global realms.
