Is your feature request related to a problem? Please describe

When the Cacti's i18n implementation was written, the end user could select their language handler. However, in order to do that you needed to know about a hidden option to enable the one you wanted.

Describe the solution you'd like

Allow the Cacti Administrator to do this from the Settings page.
