Add poller sleeping support for PHP 8 #4671

Describe the bug
When running the Cacti poller in PHP 8.1.2, loss of precision warnings are issued with the conversion from float to integer for certain operations.
Expected behavior
A clean Cacti log when running the Data Collectors.
