Is your feature request related to a problem? Please describe

Cacti Administrators may not have a good sense of how their database is tuned. Provides some visual feedback as to if their system has a MySQL/MariaDB tuning issue.

Describe the solution you'd like

Take the equation provided in this article and memorialize it in the Utilities > Technical Support page:

https://serverfault.com/questions/1020811/mariadb-memory-use-rises-beyond-configured-size

Additional context

This helps make the Cacti administrators job easier.
