When Remote Data Collector changes status, a full page refresh or logout should occur

Describe the bug

When you are working from a Remote Data Collector, and that Remote Data Collector either goes online or offline (considering recovering offline). A full page refresh should occur, and possibly a message to the user to indicate there has been a status change.

To Reproduce

Steps to reproduce the behavior:

1. Have a remote in online mode

2. Login with a full menu

3. Take the remote offline using a firewall rule on the Main Data Collector

4. Try to pick on of the menu options for an Online only scenario

5. Note that nothing happens.

Expected behavior

Cacti should perform a full page reload and present a message that the poller either went 'Online' or 'Offline'.
