DotNetCorePublishSettings doesn't contain `--no-build` flag support introduced in .NET Core SDK 2.1 #2211

There is no documentation for the new --no-build flag in the DotNetCorePublishSettings class.
Here is a link to the dotnet publish MS docs site. If you switch between .NET Core 2.1 and 2.0 you will see that the --no-build flag has been introduced.

@sjetha-pason yes that would be an great improvement.

Marking this as up for grabs, should be documented that it requires 2.1

For now workaround is to use argument customization.
