Don't explicitly exclude GitVersion from executing on non-windows systems #2501

This used to be a requirement, as GitVersion only ran on Windows, however, with the addition of the .Net Global Tool, this is no longer the case. There is an environment variable that you can set to prevent GitVersion execution, and this should be used when required.

(cake-buildGH-2501) Prevent exclusion of non-windows
This used to be a requirement, but this is no longer the case.  Use the
environment variable behind SkipGitVersion parameter when required.
