Tested in a local multiplayer game, the hunger burn rate when incapacitated is is high but does not appear egregious in my opinion (and certainly wouldn't cause the player to die of starvation of dehydration before bleedout would become an issue).
Reported by PhobosAnimus (BuilderMantis#8336) on the HD Discord.
Most likely due to player's fatigue being artificially inflated at low health. Will need to do some debugging to check for sure.
Inclined to consider this more of a feature than a bug, depending on how pronounced it is.
