Move the inclusion of wp-settings.php from the wp-config.php file to load.php #183

Just a small step to make wp-config.php to be more about config and less about executing code.

To be compatible with the way WordPress currently works, it should be possible to check if the ABSPATH is defined to detect that things are being done "old school".

Need also to change the config sample file for that.
