Especially for users without technical mojo, updating wp-config.php is a risky task which they might get wrong and bring down their site.
Unfortunately in some situations changing wp-config.php is something that can not be avoided.

We should offer an helping hand to people that need it and make a setting screen from which the content of the config file can be manipulated.

Setting milestone to 1.0, but this is something that might be worth spending more time to think about all the implications and what would be the best implementation.

wp-config.php is probably a lost cause. It is just impossible to have anything automatic on a file that may contain actual non trivial code.

The solution is probably to change the format of the configuration file to something which is not code, and support wp-config.php as legacy backward compatibility option
