Email address do not have do be unique when creating a new site in a network #210

This is a sort of spin-off of #5, deserving its own issue as it is a change in core functionality. In WordPress a new user is created when a new site is created by a someone which is not logged in. This means that people which have a user which have an acount at the network have to first login before creating a new site. While not being a big issue, when combined with #5 the more optimal behaviour is not to create a new user if a user wih such an email address already exists, but just send the activation email as it happens to any new user.
